Rubber Pipe in front doors?

Inside the drivers and passenger doors of my 1971 USA Deluxe there is a rubber pipe that seems to go from the window rubber at the bottom of the window down into the bottom part of the door.

In the rain water goes through the pipe and then into the door.

What is the point in these pipes?

Wind down your window and see if something other than water gets into the tube? -It's part of the winder mech dude.

How do you mean mate?
 
The winder mech works by:

when you wind the handle it pulls a wire through that lifts the window. The tube is where the excess wire feeds into (or at least should)
