Sanding off and repairing CRACKED filler??

Hello, some filler on my van has cracked, and i want to smooth it over before the rain pours any more... Shall i sand off ALL existing filler, then re fill it and primer, or leave the filler that is still fine on and smooth the new stuff to blend in?

I'm not bodyshop expert, but i'd be concerned that moisture may had got behind the existing filler and could lift off in the future.

I'd take it back and start again just to make sure everthings sound but don't jump in to what i'm saying as best to get advice from the likes of pete nice who knows best.

I've already sanded off all the cracked stuff to bare metal.. but there is still some filler surrounding (about 2-3CM from where the crack was) so i'm not just filling in the crack (that would be silly) just not sure wether to blend the new stuff into the old stuff... if i had the cash i'd just buy a new sill... this ones pretty wibbley!
 
on the bit that covers the slider rail.. not sure what its called to be honest :?
