Speedo Help

The needle on my speedo is stuck at the 60 MPH mark. I have taken out the old cable (it was snapped) and expected the needle to reset to zero but it hasn't. I have a new cable to fit. Once in place will the needle return to zero or is it the speedo unit rather than the cable that is buggered.

Why did the cable snap?
If the speedo is seized it wont rotate at the back where the cable attaches - shouldnt be too difficult to release it if stuck
You should be able to reach the back of the speedo without removing the binnacle and try to rotate it
