I live in Felixstowe and have owned a freight forwarding customs clearance outfit for 15 years and targeting is done on scoring plus some things are examined without you even knowing :msn4:
More goes on than you can imagine like X-ray scanning containers albeit they target to country risk and import criteria. More and more will be getting xrayed (yes xrayed with huge machines on the quay) in the future as in 8 years hmrc still haven't hit he target for scanning they where supposed to when they committed the taxpayers money to buyin the blinking things :lol:
The dock company gets £51.30 for each one done supposedly for moving them even tho they don't (thamesport they are craned off the vessel to the X-ray).
But that's the tip of he iceberg and I'm boring myself now :lol: btw, it's not boarding agency it's hmrc BORDER control agency :lol: or bordering. Me being picky ,,,
