Sweet '71 SA Panel

Saw this panel in Johannesbug today. It is in daily use, and the owner has secured some of the windows with burglar mesh. Do not know the purpose of the weird contraption on the roof, seems like two pipes going to the back of the engine, with the top part of a plastic bottle on the end. I love the roofrack!

I could only guess but some sort of home made air intake to force more air through the engine - tho with the length of that pipe I would question the amount of air actually reaching the other end...? :?
