What size are my stock wheels?

Can anyone help confirm what size the stock wheels are on my '69/'70 bay? They measure 15" in diameter (from rim edge to rim edge) but the tyres currently fitted are definitely 185 65 R14. I can't believe 14 inch tires can fit on 15 inch rims so am I measuring the wheels incorrectly? I consulted the owners manual and the wheels are specified as J14. So I guess the wheels are 14 inch but why do they measure up to 15 inches? Any help with this welcome. Thanks!

the stock wheels are indeed 14". Its the tyre bead you need to look at not the outer rim area.
