which first? wax oil or noise barrier

Hi,
I want to fit noise barrier to the van panels. I also would like to wax oil the panels too.
Do I wax first then fit the noise barrier or would this prevent good adhesion?
any thoughts please?

You won't get any adhesion if you wax where you're going to sick the noise barrier. Fit the sound proofing first and then wax around it.
 
so, is this the best plan on new bare metal panels on the inside:-

- rust proof (whats the best solution)
- paint (I suppose these could be hand pained as they won't be seen - any thoughts please?)
- Stick down sound insulation
- Wax oil

any advise from those who have done this before would be of great help to a complete novice!

I may have done it wrong but on my bus I focused noise proofing around the engine bay and put the sticky panels inside the bus under rear seat and on cargo deck - as most of the noise comes from engine ?. Its hard to tell if it made a difference, certainly not much.
