Ball joint/ steering knuckle question

Got torsion arms with new ball joints back. Need to know this: When I drop the ball joints back through the steering knuckle does the knuckle need to have an eccentric bush in each hole, top and bottom? When I took the steering knuckle off the bush remained in the bottom hole but not in the top, though I can't recall it coming out with the ball joint. Hope this makes sense to someone, just want to be sure before I start putting it back together! Cheers.
