Driver seat rails ..

Would bolting in my driver seat rails be an mot fail ?
I know welding them in is best option - but I don’t have access to welder at the moment.
They are new rails from buttys bits.
Looking at what’s holding down the passenger seat I wondered if it would just be easier to bolt down.
Any advice appreciated.

You can bolt them down, modern car seats are bolted in.

The only issue I can see is that they'll leak water unless you seal them.
