ran the engine for about 20mins and it's still sitting on the 3rd step of the choke cam ticking over at about 900 rpm. If I flick the cam up it just dies.

where the manifold joins the carb feels freezing cold. Air leak?

Does the choke coming off rely on the engine getting warm or is it purely the 12v to the coil that brings it off?
 
The choke is activated by a bimetallic "spring" to the RHS of the carb. This is fed from the same supply as the fuel solenoid and Coil +ve.
If the choke is not working ( it should not take 20 mins) then check connectors or borrow another choke spring to test.
