owning a freight forawrding company and having all the links to HMRC for
customs entries i can tell you the following.
Any part that is imported under home use from outside the EU is subject
to import duty / vat.
Different preference rates / certificates exist for countries like India
Thailand etc allowing preferential rates of duty (ie lower rate) but the USA
is full duty no preference.
Some commodities carry duty free status and you can find the correct code from

If the part is british returned and proof of export can be obtained then you can import free of duty.
There are alot of different criteria to think about so i wont bore you anymore other than yep
they are correct in charging you it
HOWEVER !!!!!!!!!!!!!!!!!!!!!!!!!!!
$40.00 is WAY too high for just duty, ie 40% duty rate isnt correct
The calculation is:-
product cost
freight / shipping costs
landing costs
multiply by the duty percentage rate gives the duty payable
add the duty amount into all the above plus any delivery cost
and multiply for the VAT amount
A customs broker will charge approx £25 for making the declaration for you.
Alot of people dont know this, but they do now.
