Parcel Shelf Installation

Got my bambus parcel shelf ready to install. I sortof get where the brackets need to go, but do you need to screw the parcel shelf to the brackets too?
The kit came with 8 screws, there are 6 holes to screw to the body, leaving me with two screws left?
