Should this hole have a bolt in??

As the title says really I've noticed the left side spring plate is missing a bolt should it have one ????

What brand adjustable spring plates?

Have you looked at the one on the other side?

I think they are slamworks ones ... The other one has got a bolt in I just can't work out what it does ????

Take the one out from the other side, take it your local fasteners suppliers & ask them to match it ?
