Steering wheel gap

Well I've changed the rubber steering coupler, what a PIA that was, old one not to bad really, vw one, but rock hard!. Anyways, all ok except I've now got a 5mm gap under the steering wheel, tbh , not sure what it was before, i believe it's supposed to be 2mm, how do i achieve this?.

Move the outer column up, but be careful not to dislodge the isolator (item 12) or your horn will be on constantly.
