What's these then???

A mate from my local vw club was rummaging through his loft the other day and found these, anyone know what they are?
It's doing his head in :?

They're made of metal with metal rollers in the heads and geared ratchets on the side

He's tried posting them on Facebook but no answers so far :?

Any ideas??

They look like they are for grinding something, possibly coffee beans or similar ?

Actually, looking at it, the rollers only rotate in one direction.... most puzzling..

You're right most puzzling :? Was thinking some kind of grinder but the mechanism is more of a brake can only move in one direction rather than a grinder due to no way to power it crank handle etc :?
