Wobbly rear wheel?

I have a 1968 model early bay. After being told a number of times I had a wobbly rear wheel I thought i'd investigate. I held a straight edge against the back tyre to discover there was around 5mm variation. I tried another wheel to rule out the other one being buckled and the same happened. I removed the wheel and tried a straight edge against the brake hub and again there was a 5mm variation. Is it possible that brake hubs can warp? Has anyone else experianced this type of problem?
 
what wheels are you running if alloys etc take the the 2 or 1 grub bolts out of the drum so the wheel can sit flat against it

Thanks for that chaps but as its an early bay it doesn't have the afor mentioned grub screws. Think its got to be a warped drum or bent stub axle? However given how short that is wouldn't of thought it possible?
 
Yes it is possible for the brake drum to warp. My wife's beetle had one warp. Must take a fair bit of heat to warp it though!
