There's a ball bearing and spring in the master cylinder outlets that provide residual pressure for drum brakes, just make sure that they're not blocked.
They are the parts that are arrowed where the brake pipe screws into,



if you unscrew them they look like this inside.

Off the top of my head I cannot remember,is it black and white split or diagonal split on buses
 
After various attempts to get brakes to work I decided that new master and slaves were needed. Having tested as much as i could I think that the master cylinder was failing to hold pressure (degraded seal?)
