Fast idle?

Engine is running fine but I need to set the choke. Currently it does not seem to run fast enough on starting. Yes it runs from cold and smoothly but actually speeds up as it warms.
I have set the throttle stop screw as per book and wonder why it does not idle quick enough?
 
Go to your throttle when engine is cold and open it and see if the stepped part rotates, the idea being that the throttle arm should be further out when sitting on a higher step meaning higher revs when cold.

If its not rotating then the choke element might not be engaged, so you'll have to undo the choke element and take a look, there is a hook that sits on the lever that operates the stepped part. There is also a mark to line up the element when your sure its hooked on properly.
 
Readjusted the throttle stop and tweeked the carb when warmed up, seems to be better now :D
