Firstly you nearly certainly have a '71 van as the 71 model year began August 1 1970. The bit that confuses me is "all the new relays I have had to buy", what for? The only relays you should have is the headlamp flasher and indicators. Also the statement about the spaces at the bottom of the fuse box is also confusing as that arrangement didn't come in until much later. It is entirely possible that someone in the past has fitted a later fuse box and possibly modified it. Can you post a clear picture of what you have?

Meanwhile, pick your van from this site as it has non USA versions which will be nearer yours.

The brazilian headlight relays you can buy now don't fit into my 1970 fuse box. I have had to
make up extender wires which mean that they could 'dangle' under the dash - bought two now as the first filled with water from an unknown leak around the window (which had been repaired..)

Cheers

James
