Number plate "mount"

seen a number plate that seemed to be mounted on some kind of angled plinth between a set of over riders, not seen these before so does anyone know the correct terminology for one so i can ask in the wanted section if anyone knows where i can get one.
there is a pic on a thread in the for sale section, one that wants to px his rader alloys with some standard steel wheels.
