I know it is just a syringe and a plastic cover plate, however, where can you buy them from as I assume the cover plate has to be a specific size?

Make them yourself. Buy some 3mm Perspex and a decent set of holesaws.

Edit: buy a few 100cc of polypropylene glycol as the measuring liquid. Also look for a 100cc burette on eBay. Much more accurate.
