Brake Pipe Clips - What are they held with?

I am just in the middle of fabricating a new brake pipe system for the bus, but I am not totally sure what holds the brake pipes securely on the chassis 'C' type tab brackets.

I am fairly sure I remember removing a 'C' type of clip like one of these:

Or is it just a grommet?

I assume you can't use the clip AND the grommet... or can you? :?
 
They are where the brake pipe goes through a hole where it isn't a flexi to hard pipe connection. One I can think of off the top of my head is where the rear copper lines thread through the hub assembly - the bung just stops it from rubbing metal on metal where there isn't a connection that'll take a C clip. The C clip will locate on a welded 'prong' as can be seen in your picture and there is a groove on the brake pipe that this locates into. Absolutely shite description there I'm sure!
