Can Speedometers be refurb'd ?

My speedo reads 25 when I'm doing 30 and 30 when I'm doing 40 etc. (I use a phone speedo app).

I've changed the speedo cable but It made no difference to the reading. When I bought it, the speedo glass was obscured with dust, this was cleaned out but I now think that it's got into the mechanism. I'm on the Surrey/Berks border, anyone know of someone who can refurb ?

I've put a wanted post up assuming that this can't be done. Would rather have an original if possible though.
 
Would one of those little vacuums used for cleaning computers help? Or a compressed air spray?
