What Hilly 70 said. Back the adjusters off until you have movement then get the drum off and take a look.

Got the wheel up and took it off. Unscrewed the two nuts holding the drums and blam she was as free as a bird! The breaks had seized open. Not even a fault or broken spring or anything jammed inside!
CV joint does need a new rubber seal, well spotted!
