Fired engine up today after refitting it. Static timing done prior to firing up. Engine fired up on 2nd attempt. Sounds ok but. Put timing light on and it is idling above 7.5BTDC got an original pulley so can't say how much but it is probably 20 deg, this is timed with vac advance pipe on. The reason I can say that is my last dizzy was 009 so had 40 deg marked. Should I time it with pipe on or off. Cheers
 
You definitely want to check the accuracy of your pulley - whip number 1 spark plug out and use a chop stick to find TDC. Hopefully this will be zero degrees on your pulley, so you know you can rely on it for timing with a strobe.

Then time your engine to max advance - you want to aim for somewhere around 30-32 degrees. Idle timing is less important, but in an idle world would settle around the figures you have already quoted.
