Timing help/ please

May sound stupid but I'm not a mechanic !!!
Set timing to 7.5 degrees at Rickover with strobe gun,.. Threads on here say to check max advance 30 degrees at 3500 rpm,.
What are people using to register the rpm/ revs and how do I measure 30 degrees btdc at the pulley !! My strobe light is basic, just a light .,.
I also have svda dizzy with electronic ignition if that makes diff ,.,
Any guidance will help ..
It's 1600 tp with as21 case

Well, you can mark the pulley at TDC, then use a protractor the mark 30 degrees clockwise from TDC and this will be your mark. Use white paint or Tipex. The important number is the max advance. 3500 rpm is just a guide, it does not need to be deadly accurate, just the max advance should be in by then so 3/4 max revs will do.
