Snapped bumper bolts

Trying to take of the front bumper of our 72 bay I manged to snap one of the bolts in half leaving one half still in the hole (The bolts that hld the bumper irons in place) . The other bolt is toatly rusted and will not budge at all. One bolt did come out and the other Ive not tried.
Does any one have any ideas on how best to get over this problem or has anyone had similar problems.

Any help gratefully received.
 
standard stuff for seized bolts, try lots of penetrating oil give it time to soak and keep applying, try tightening to break the grip before undoing, or heat, personally would not use heat for this as its not worth the surrounding damage for the cost of 4 bolts, otherwise angle grinder.
