New alternator belt loose, no shims fitted

Need some advice as I cannot work this one out. I have just fitted a new alternator belt, 11.3 x 912, but even with no shims fitted between the pulleys, the belt is still quite loose.

Does anyone have any suggestions, not sure if my pulleys are worn or something, if that is possible........
