Oil level in air cleaner?

The Haynes manual says 'up to the indicator mark'. Is the mark the bottom of the internal rim flange thing, or the little pip at the top of said flange thing?

It's the standard old air cleaner that's sits on the pedastool.

my old oil bath air cleaner had a red line around the inside for the oil level, about 1/4 the way up from the bottom

No red line on mine.....1/4 of a way up though is a lot higher then I'm running the oil. Should the base of the top section be completly submerged?
